Hi Mike - 

50m isn't too bad - I'd be inclined to use that adjusted districts layer and then snap it (suspect a GRASS tool would work?) to the regions; certainly would be adequate for national maps.

Which water boundary shapefile do you mean?

I found the same problem.
I did a vector spatial adjustment in ArcGIS and when it fitted well in the north it was off in the south by approx 50m and viceverca.
So clearly there is a problem with the shapefiles and I'm sure it is not simply or only a projection issue.

I also have issues with the border interpretation along the coastline and lake shores.  The water boundary shapefile is also out of alignment with the boundaries.

All are identified as Arc 1960 latlon.

Problem: 'Districts' does not line up with the other two layers (shifted NNW by ~ 250m); the other layers line up well with other vector data I have, so I suspect there's a misidentification of datum - however, changing it to Arc 1950 or WGS 84 doesn't seem to help. 

Anyone have ideas on how to fix it?
