[TZGISUG] Tanzania Polygon

Hi Howard,

I found the same problem.
I did a vector spatial adjustment in ArcGIS and when it fitted well in 
the north it was off in the south by approx 50m and viceverca.
So clearly there is a problem with the shapefiles and I'm sure it is not 
simply or only a projection issue.

I also have issues with the border interpretation along the coastline 
and lake shores.  The water boundary shapefile is also out of alignment 
with the boundaries.
