Good idea I believe through open-source it possible to help community in many way take example of India how it was implanted from Gov sector to 
private. I like the idea of Habari participation let have local place were people can meet especially for this Northern region it will be easy for those in Manyara, Kilimanjaro and Tanga to participate.
