Hi Gill,

Welcome to the list. Would Hole-filled SRTM work for you? I am not aware 
of any products specific to Tanzania, but then I don't work on marine 
issues.

Try the IUCN World Database of Protected Areas for the MPAs. Lots of 
errors on the lesser known reserves (e.g. forest reserves) which were 
established a long time ago, but probably quite good for recently 
established MPAs.
