I think Mr. Settenda your right because with FOSS (MapServer, Postgres-PostGIS, etc) we can make so many links of webmaps but data still in a single database.

Hi Langen, 
You should consider host a mirror locally at either the TIX or the AIXP.
I can vouch they would very will to support a Tanzanian making local maps.
With abit of training I can also facilitate providing the needed local technical support for this.
