Add in the DHCP server option 43 (vendor specific info) and set it to
ANDROID_METERED (text string) if the DHCP server is only supporting hex
values then add there: 414e44524f49445f4d455445524544

Android 4.1 and later should then rate this connection as a expensive
connection and will not start updating.

All this port blocking is not working.
