Dear Members,
I'm writing you regard the above subject of which many of you might not be
aware. The intention is for the whole Tanzanian community to be aware and
contribute for its successfulness.
The call for discussion has come from ICANN (Internet corporation for
assigned names and numbers), an entity responsible for overseeing internet
operations across the globe. I believe that the best custodian for this
initiative is ISOC and it is the same with other countries such as kenya,
etc.

I do therefore suggest that i circulate the below communication in the name
of ISOC. If in agreement to this request I will then assume that i have
done so to ISOC chapter members and will proceed and circulate to other
mailing lists including TIX peers, tznog, ALU, ethink tank, etc.

Kindly response to this request and then start making contributions to the
IANA transition discussion.

Dear all,
There has been a call from the Internet Cooperation for Assigned Names and
Numbers (ICANN) for inputs, comments and feedback from the global Internet
community. This mail is therefore meant to invite comments, inputs and
feedback from the Tanzanian community on the transition of the IANA
stewardship role from the US Gov't. Specifically ICANN would like have your
thoughts on:

a) The US Government's decision to relinquish its stewardship role in the
IANA function.
b) The process being followed by the NTIA and ICANN in achieving the
objective of a new body taking the oversight role.
c) The three proposals from different communities (Numbers, Names and
Protocol) that the ICG will have to consolidate in one proposal.
d) If retaining the IANA function under ICANN is in the best interest of
internet community.

*BACKGROUND INFORMATION*
On March 14th, 2014 about a week to the ICANN 49 meeting in Singapore, The
National Telecommunications and Information Administration* (*NTIA)
announced its intention to transition the IANA oversight to the global
multi-stakeholder community (Refer the press release at:

NTIA communicated to ICANN that the transition proposal must have broad
community support and address the following four principles:

   -

   Support and enhance the multi-stakeholder model;
   -

   Maintain the security, stability, and resiliency of the Internet DNS;
   -

   Meet the needs and expectation of the global customers and partners of
   the IANA services; and,
   -

   Maintain the openness of the Internet.

Further to the above NTIA stated that it would not accept a proposal that
replaces NTIA’s role with a government-led or intergovernmental
organization solution.
Following this announcement, ICANN, was tasked with facilitating the
development of a global, and representative proposal based on the above
principles:

Under the facilitation of ICANN, The IANA Stewardship Transition
Coordination Group (ICG) was formed in July 2014 (
https://www.icann.org/en/stewardship).The ICG has constituted three special
interest groups representing the Domain Names community (Names), Numbering
Resources community (Numbers) and the Protocol Parameters community
(Protocol). So far ICG has received two complete proposals from Numbers and
Protocol communities (Available at
http://www.ianacg.org/calls-for-input/#proposals). Pending is the proposal
from Names community.

ICG's role is to consolidate the three proposals into a single proposal
which shall then be submitted to NTIA through the ICANN Board. What ICANN
and the whole community is doing currently is to try to have this proposal
in place before the IANA functions contract with US Government expires on
30th September 2015.

*PROPOSED PLAN FOR RECEIVING INPUTS, COMMENTS AND FEEDBACK*
a) Online contributions through various mailing lists for 2 - 3 weeks;
b) A half day face to face meeting for conclusion of the discussion and
compilation of a statement on the matter (ICANN representatives are ready
to join remotely for more clarifications)
