Something similar, but different:

With osmocom you can do a lot of really fancy stuff.
But for some experiments you would need a little bit an legal touch.
In other countries it is quite easy and cheap to get a GSM licence for
research/development purposes. Main limitation is: Location and the TX
power allowed.

Does anybody know how complicated this is here?

Osmocom is a fantastic project.
All you need: Some cheap phones (preferred Motorola C123), serial port
adapters, solder iron and a Linux machine with a cross compiler,
wireshark and the usual stuff.
Then you can have a look how a mobile network is really working.
