In my limited experience Free and Open Souce Software (FOSS) is cheaper
even if you have to hire a consultant. But for the common software like
Mail exchangers, proxy cache, DNS, etc they are pretty easy to install and
tons of people will help you out for free.

Big organization in Arusha, has MS Exchange. Couldnt find someone to
cheaply install antivirus for mailserver, and the license was several
thousand dollars. Instead another box was put in running postfix on linux
for a fraction of the cost and mail is cleaned before forwarding to the
mSEXchange server. Every time they have issue with exchange it is more
costly than for the linux box consultant.
